Looks: Raiga is quite tall for his age, standing 6,4" and being very thin at only 115 lbs. Raiga usually wears a long black coat, a white shirt, and dark, baggy pants, his belt has a pouch holding kunai, and one holding shuriken. He has summoning tatoos on his palm that allow him to summon any of his weapons.

Personality: Raiga is sort of the off-guy, he is random, but is very intelligent, Ninja in Konoha estimate his IQ around that, or higher of Shikimaru Nara. When in combat, he is impulsive, but uses his senses and intelligence wisely, out of combat, he is quite laid back and, sort of, like a hang-over without the drowsiness, headache, or vomiting.

Village: Wandering Ninja.

Special Characteristics: The Summoning Tatoos on the palms, blood red eyes, he was born with the blood red eyes at birth, there is not special effects that go along with this.

Description The user builds up Raiton Chakra in the users hands, as if performing the Rairiki, but instead of releasing it during impact, the user releases it a split second before impact, creating a burst of lightning and chakra from the users palms, if performed correctly, can cause fatal injuries or death.

Description: When Raiga performs this jutsu, instead of using the Katon Ninjutsu to superheat the air, Raiga uses his mastery of the Fuuton element to compress and speed up the air, increasing its temperature. After the air is superheated, Raiga can perform the jutsu, a large beast of lightning, forms in the skies, and flies down from the heavens, it is almost impossible to dodge. Raiga's body is exhausted after using this technique, he can only use it once during a fight.

History: When Raiga was born, he was simply an average child. When attending the Konoha Ninja Academy, he aced every class, and graduated at age 6. By the time he was 9, he had mastered the Raiton Element, and Kenjutsu, the art of weapon combat. After going through the Chuunin Exams at age 13, he was put on a 6-man squad by the Hokage, to eliminate the rebel group building on the outskirts of the fire country, plotting to overthrough the Daimyo of the Fire Country. The battle was bloody, only 2 people survived, Raiga wasn't one of them. After returning to the village, he was quickly put under a strict healing jutsu by the hospital medical nin; he was barely revived. For his bravery in combat, Raiga was rewarded and honorary rank increase to Jounin.
Raiga soon relalized, the other Jounin hated him, he recieved his rank, just for coming back wounded. Being only a child, he left the village, honing his Raiton Element, and learning the Fuuton Element as well. He is now a wandering ninja, longing for a home, once again.

Other than that a really good concept he is a little young to be jonin but I think the way that it happens is quite good.

Yeah, Raiga is a prodigy, sort of like Kakashi, only one that left the village.
The Jounin rank is only honorary, given by the Hokage, from coming back fatally wounded, and then revived.
